Executive Dir, HR & Title IX Coordinator
at St. Mary's University
Supervises and supports the work of the Office of Human Resources in support of all university faculty and staff. This includes the planning, managing, and administering of the H.R functions of the university that include implementing personnel policies and procedures, administering employment and separations, compensation, benefits training, employee services, and staff development programs. The H.R executive director has investigative functions related to employee activity, conflict resolution, Title IX and employee performance. The H.R. Executive Director serves as the university Title IX Coordinator and coordinates/supervises all Title IX investigations.

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following. Other duties may be assigned.
Follows standard procedures for staff recruitment in compliance with equal employment opportunity policies.
Serves as plan administrator for 403(b) retirement and other benefit plans to include plan placement and recommendation.
Oversees enrollment, premium payments and federal reporting as required by ERISA.
Responsible for policies regarding ADA, ADEA, FMLA, and other federal, state and local laws.
Conducts all exit interviews for university personnel.
Conducts interviews for prospective administrators and faculty regarding university policies and benefits.
Handles employee work related problems including harassment and discrimination issues.
Oversees the administration of Equal Employment Opportunity (EEO) program.
Serves as the Liaison of the Human Resources Advisory Council.
Makes independent decisions and judgments referring unusual cases to supervisor since decisions made in HR office affect the university.
Maintains liaison with department heads on personnel related matters, including monitoring all policies and procedures in order to insure compliance with college/university, federal and state employment regulations.
Establishes and maintains a program of positive recruitment for all positions.
Coordinates college/university-wide performance evaluation program.
Plans, develops, and administers department budget to insure operation within fiscal constraints.
Administers employee benefits program and retirement programs. (Chairs the Benefits Committee and Retirement Committee)
Assists in preparing college/university personnel policies to be submitted to the Board of Trustees for approval.
Administers the position classification system and approved wage and salary plans.
Prepares personnel forecast to project employment needs.
Coordinates immigration items with attorney for faculty H1Bs and any employment visa items necessary for the employment of foreign national employees.
Works with legal counsel as needed in responding to external agencies for guidance on legal matters as it pertains to human resource matters and Title IX Coordinator duties.
Identifies risk in employment practices and works with the campus community and VPFA to mitigate these risks.
Title IX Coordinator Duties:
Serves as Title IX Coordinator for the University.
In collaboration with two Deputy Title IX Coordinators, provides an annual Title IX investigator training for the Equity Dispute Resolution Panel of Investigators.
Works with the Deputy Coordinators (Student Deputy and Academic Deputy Coordinators) to conduct and oversee Title IX investigations as it pertains to the universitys Equal Opportunity, Non-Discrimination, Sexual and Other Forms of Harassment Policy and its Employee Dispute Resolution Process (EDRP).
Coordinates the recordkeeping for Title IX University files.
Other Title IX compliance duties as needed for university compliance as directed by the Department of Education.
Provide a leadership report with annual report on number and types of cases for each year and other reports as requested.
Oversees training, case management and review of other Title IX investigators for the university.
Extensive knowledge of college/university policies and procedures.
Extensive knowledge of federal and state regulations pertaining to fair employment practices.
Strong knowledge of college administration.
Demonstrated management skills.
Ability to establish and maintain effective working relationships with college/university employees and the public.
Ability to communicate effectively, both orally and in writing.
Good interpersonal skills required.
Computer knowledge necessary.
Skill / Requirements
EDUCATION: Bachelor's Degree in Human Resources, Risk Management or related field required. Masters Degree preferred. Certifications relevant to Human Resources are recommended (PHR, SPHR, SHRM-Cp/SHRM)
EXPERIENCE: Broad human resources knowledge with minimum ten (10+) years of relevant work experience is required, preferably in the college/university environment. Supervisory experience is preferred.
