Job Description

Under general direction from the Dir, Payroll, the Mgr, Payroll Tax is responsible for all payroll tax functions for Pacific Dental Services. The incumbent will serve as the subject matter expert on all payroll tax related activities, including filing of all payroll tax returns. The Manager will participate in employment tax audits and advise on pay code and deduction code configuration to the pay-slips and year-end wage statements. This incumbent must be dedicated to accurate and timely processing of payroll, with problem resolution as needed, a commitment to process improvement and with a strong customer service orientation.

Skill / Requirements

  1. Develops and recommends new approaches, policies, and procedures to effect continual improvements and efficiency of the Payroll tax functions.
  2. Ensure compliance with state and federal tax law through a series of audits and processes designed to ensure accurate, timely reporting.
  3. Maintain and develop procedures for effective and efficient customer service and communications to team members for payroll tax matters.
  4. Develop and maintain training manuals/intranet as guidance to team members in all areas of payroll tax.
  5. Research and respond to escalated and/or complex inquiries related to payroll taxes, deductions and wage withholdings.
  6. Directs the activities of Workday Payroll Tax functionality as a component of an enterprise human capital management (HCM) system.
  7. Monitor current and impending changes to tax regulation and make the appropriate updates to policies and strategies.
  8. Provide support in executive compensation and other benefit in kind issues.
  9. Provide leadership and direction for the Payroll administrators.
  10. Performs Human Resources related functions, such as Interviewing and Selecting, Performance Appraisals, Disciplinary Actions and Salary Administration.
  11. Assists with development of the department budget and ensures adherence to the budget.
  12. Leads and manage recurring and ad-hoc payroll projects.
  13. Participate in month-end and year-end close activities such as account reconciliations and other auditor required items.
  14. Work closely with the Payroll Manager, Employee Relations, Compensation, Accounting and Legal in areas of incentive administration, research and reporting on ad-hoc payroll related inquiries.
  15. Research and resolve tax notices received from federal, state and local agencies in a timely manner.
  16. Coach and mentor team members, and create environment for knowledge transfer and cross-training.
  17. Ensure compliance of federal, state, and local compensation laws and regulations.
  18. Other duties as assigned by Management.
