Description

GENERAL PURPOSE OF THE POSITION:

Under the direction of the Senior Vice President, the HR/L&D Director is directly responsible for the overall administration, coordination and evaluation of the human resources and learning and development functions. Keeps Senior Management informed of significant issues and area activities.

 

ESSENTIAL DUTIES AND RESPONSIBILITIES include the following.

 

  • Oversees all human resources and L&D functions including employee and leadership development, training, employee relations, compliance, recruiting, talent management, compensation, benefits and payroll administration, performance management, and HCM data and metrics.
  • Assumes responsibility for the research, planning, development, and implementation of effective learning, payroll, recruitment and employment policies and procedures and processes in support of organizational business objectives.
  • Designs, implements and administers competitive and cost-effective compensation and benefit programs.
  • Serves as an advisor to leadership in handling Human Resource matters.
  • Maintains knowledge of industry trends and employment legislation and ensures organizations compliance.
  • Assists Senior Management in the annual review, preparation and administration of the organizations total compensation and rewards programs.
  • Consults with legal counsel as appropriate, or as directed, on personnel matters.
  • Oversees the development and execution of an organizational-wide Strategic Workforce Planning process including the evaluation of current talent, succession planning for key roles and identification and/or design of learning and development programs to address gaps.
  • Effectively advocates for all employees.
  • Works closely with direct reports to advise and counsel on policy interpretation and escalated matters.
  • Oversees the creation and maintenance of career paths and career development programs.
  • Coaches and counsels leaders on performance effectiveness and leadership development.
  • Oversees and ensures data integrity of LMS and HRIS systems used to enhance management decision making and the effectiveness of human capital management processes. Manages the creation, analysis and reporting of Human Capital data and metrics.
  • Assumes responsibility for establishing and maintaining effective communication, coordination, and working relations with all Credit Union personnel and management.
  • Establishes and maintains professional relations with HR and L&D related organizations/vendors, consultants, auditors, and other external contacts.
  • Effectively supervises staff, ensuring optimal performance.
  • Ensures that accurate, updated personnel information is provided to other departments and to governmental organizations as required. Ensures that external document submissions are accurate and timely.
  • Ensures that all Human Resource and Learning & Development responsibilities and processes are conducted in accordance with established Credit Union policies and applicable legal requirements.
  • Ensures that Human Resource policies are updated and communicated to Credit Union management and staff. Provides advice and interpretation regarding Human Resource policies as they relate to individuals and to Credit Union objectives.
  • Keeps abreast of current L&D research, theory and methodology.
  • Adhere to all Federal and State laws and regulations applicable to the credit union, including the Bank Secrecy Act and OFAC.

    DIRECT REPORTS:
    HR Manager, L&D Manager

    EDUCATION and/or EXPERIENCE:
    Education/Certification: Bachelors degree in related field, or equivalent experience and education. Certification(s) in the areas of HR, compensation and benefits and learning a plus. Masters Degree preferred.

    Required Knowledge: Thorough understanding of current polices, programs, and market best practices in the field of Human Resources and Learning and Development. Thorough knowledge of state and federal regulations related to compensation, benefits, payroll, HRIS and employment law. Extensive knowledge in 401K and retirement plan administration including fiduciary responsibilities and discrimination testing. Knowledge of Adult Learning Theory and Application.

    Experience Required: 10 or more years of progressive experience in compensation, payroll, benefits, HRIS, employee relations and learning/training and organizational development. Credit Union/financial services industry experience a plus. 5 years of supervisory experience required, leading an HR or L&D department.
