Job Description

Overall Job Objective

Position Summary & Duties Responsible


Under general supervision provide a variety of professional, technical and analytical human resources functions in the area of compensation, classification, salary administration and performance evaluation administration.  May assist in the areas of training in relation to classification and compensation


  1. Coordinate with and assist the Compensation Manager on compensation and classification requests, issues or other matters as required or assigned by the Compensation Manager.  Conducts classification and compensation analysis, research reports as assigned.  Assist with determining methodology for collecting and analyze data and recommend/implement approved classifications.
  2. Participates in classification and compensation projects/studies of varying complexity; reviews, analyzes, and evaluates positions and assists and consults with Compensation Manager with determining appropriate classification, grade and salary levels based on analysis and point factoring in order to determine if the duties are commensurate with the grade.  Conduct and participate in the completion of salary surveys; research, collect and analyze market data and analyzing internal salary relationships.
  3. Conduct individual position audits by gathering information from involved parties, analyze collected data, prepare written report to include recommendations and notifies management with recommendations.
  4. Assist Compensation Manager with reviewing and analyzing job descriptions and reviews and analyzes job content.  Create new class specifications/job descriptions or revise existing ones.  Determine the appropriate classification for new or modified positions and review the major duties and responsibilities assigned to the position and verify appropriate level of education, experience and assigned duties.
  5. Recommend and develop competencies in the area of the employee evaluation program; maintain, coordinate and track the completion of probationary and annual performance reviews.
  6. Prepare statistical reports and correspondence; respond to written and verbal inquiries regarding classification and compensation practices and other related matters.
  7. Assist Compensation Manager with administering and coordinating the Temporary Upgrade process for temporary increases and review human resource maintenance reports for accuracy on a scheduled basis.
  8. Schedule and attend meetings regarding compensation related issues.
  9. Maintain records in the areas of performance evaluations, salary administration, temporary increases, classification reviews and job descriptions.
  10. Assists Compensation Manager with Compensation Reviews, and evaluates and screens applicants' experience and education as it pertains to the position and compensation review and conducts an overall analysis.
  11. Perform other job related duties as required or assigned.

Minimum Qualifications

  1. Bachelor's Degree in Human Resources, Business/Public Administration or related field plus five (5) years experience in human resources with three of those years in the area of classification and compensation; OR any related combination of education from an accredited college or university or related experience in this occupation totaling nine (9) years experience with three of those in the area of classification and compensation may substitute for the required education and experience and may be interchangeable on a year for year basis.
  2. Professional Human Resources (PHR)/Senior Professional in Human Resources (SPHR) Certifications preferred.

Supplemental Information


  1. Knowledge of HR principles and best practices in the area of Classification and Compensation; development and maintenance to include pay principles, job evaluation, salary administration and employee utilization.
  2. Knowledge of research methods and data analysis techniques in relation to job analysis, auditing and evaluation methodology.
  3. Knowledge of applicable Employment Law, Federal, State and local laws, ordinances, policies and regulations related to HR.
  4. Ability to interpret and apply rules, regulations, policies and procedures.
  5. Ability to analyze jobs, write job descriptions and write reports.
  6. Ability to utilize discretion and independent judgment; must be able to maintain confidentiality at all times.
  7. Ability to use math and calculations to evaluate compensation data or other statistical data.
  8. Ability to interpret and apply rules, regulations,  policies and procedures.
  9. Possess excellent communication skills, both oral and written, in English.
  10. Requires excellent computer skills in word processing, spreadsheets, database and human resource information systems.
The offer of this Bernalillo County position requires compliance with the following:

  1. Primary work surface is even, dry, carpeted or tiled floor.
  2. Works alone primarily, with or without directions.  Works with a group at times and with a select team at times.
  1. Materials and products handled on performance of duties include:  logs, spreadsheet, graphs, pie charts, writing utensils, safety manual, rules and regulations, and various office forms.
