Under the direction of the Payroll Supervisor, assists with functions of a full time payroll manager, relative to reviewing, releasing and processing payroll materials from all departments and agencies of the County on a bi-weekly basis. Manages all aspects of payroll processes and supervises the Comptroller’s payroll team to ensure payroll compliance and accuracy, oversees the administration of payment for regular wages, overtime wages, payouts, payment awards and other compensation related distributions. Provides technical assistance and support with systems payroll, Cook County Time (CCT) and Attendance Systems and Enterprise Resource Planning (ERP) system implementations. Works collaboratively with Human Resources and County technical teams to ensure accurate payroll processing and to resolve/prevent payroll system glitches. Maintains payroll policies and procedures. Responsible for the preparation /review and submission of the quarterly payroll taxes, W-2 process and payroll reporting. May perform other duties as assigned.

Graduation from an accredited college or university with a Bachelor’s degree in Business, Information Technology/Computer Science or Accounting is required. (Must provide original college/university transcript at time of interview)*
Four (4) years of full-time professional payroll experience utilizing an ERP system is required.
One (1) year of supervisory work experience is required.
**At the time of the interview, candidates will be required to complete a 30 minute test to assess their abilities. You will be provided with note paper and a basic calculator. This will be a part of the selection process.
*Degrees awarded outside of the United States with the exception of those awarded in one of the United States’ territories and Canada must be credentialed by an approved U.S. credential evaluation service belonging to the National Association of Credential Evaluation Services (NACES) or the Association of International Credential Evaluators (AICE). Original credentialing documents must be presented at time of interview.
Knowledge, Skills, Abilities and Other Characteristics
Knowledge of payroll principles, practices, regulations and procedures. Advanced knowledge of an ERP system with demonstrated ability to correct payroll problems. Knowledge of applicable local, state and federal payroll and related tax laws, regulation and statutes. Knowledge of basic methods and practices of software testing and implementation as well as process improvement. Skill utilizing Microsoft Office Suite. Excellent verbal and written communication skills including the ability to document requirements to develop policy and procedures and process flow diagrams. Ability to perform detailed computation. Ability to work with a project team as well as independently under minimum supervision on multiple projects at the same time. Strong mathematical skills and the ability to work well under pressure with strict attention to detail.
