Payroll Manager - 101018

SALARY: $61,524.11 - $84,811.79 Annually
OPENING DATE: 11/2018

NATURE OF WORK:
This classification involves highly professional and supervisory accounting/technical and administrative work in the City's centralized payroll operations.

Responsible for performing various technical and administrative duties related to the Citywide management of required payroll operations. Duties include applying the provisions of various personnel collective bargaining agreements to the City's payroll functions, assisting with salary budget projections, designing effective payroll internal controls, analyzing and monitoring payroll information and researching payroll tax issues. Supervision is exercised over specialized employees who assist in various phases of payroll operations. Incumbent exercises an extensive degree of initiative and considerable independent judgment in problem-solving. This position reports to a senior administrator who provides general supervision, is consulted on major policy issues and reviews work for attainment of desired management objectives and conformity with established administrative and departmental policies and procedures.

Supervisory Duties:

  • Supervises payroll division staff
  • Plans, assigns and reviews the work of subordinates
  • Determines the payroll section's work procedures, prepares work schedules, and expedites workflow
  • Evaluates job performance of payroll staff to ensure effectiveness and provide training and development
  • Provides training to new departmental payroll representatives as well as continued training to employees in new procedures required with an automated payroll system
  • Interviews applicants for employment to determine qualifications; provides information to applicants regarding career City employment


REQUIREMENTS:
EDUCATION

  • Graduation from an accredited college or university with a Bachelor's degree in Finance, Business Administration, Public Administration or related field
  • A combination of related training payroll experience may be acceptable in lieu of Bachelor degree


EXPERIENCE

  • Three (3) years progressive administrative or managerial experience within a payroll/compensation department. Must include considerable supervisory experience of payroll support staff
  • Three (3) years of experience working with payroll liabilities, federal and state income and social security taxes, employer's social security, unemployment, and workers' compensation payments
  • Experience must have involved considerable supervisory experience of payroll support staff
  • Proficiency with Word, Excel, Outlook, and Payroll functions required
  • Experience working with a payroll software required
  • Experience working in a governmental agency is preferred
  • Working knowledge of Kronos software system highly preferred
  • Experience with Tyler Munis system preferred
  • The CPP (Certified Payroll Professional) certification preferred


KNOWLEDGE, SKILLS AND ABILITIES:

  • Considerable knowledge of payroll regulations and related laws
  • Considerable knowledge of the principles of general management and their application to governmental administration
  • Considerable knowledge of research techniques and sources and availability of current information applicable to payroll and tax issues
