The City of Littleton HR team is looking for an experienced human resources professional to manage and administer Family Medical Leave (FML), property and liability claims, workers’ compensation, and the Americans with Disabilities Act Amendments Act (ADAAA).

 

The ideal candidate will have risk management experience and expert knowledge of all laws and regulations regarding the Family Medical Leave Act (FMLA), property and liability claims, and workers’ compensation. The ideal candidate enjoys working on a variety of risk related projects and is thoughtful about engaging employees with maintaining and promoting a safe workplace.

Starting salary at $77,518

 

This position is exempt per FLSA and is not eligible for overtime compensation.



Essential Duties & Responsibilities


Family Medical Leave Act (FMLA)

  • The position is responsible for administering, processing and maintaining the organization’s leave policy (FMLA, LOA, PLOA, Military Leave, and return to work protocols).
  • Manages leave programs for employees by administering and processing leave requests and return to work paperwork consistently and in accordance with state and federal laws.
  • Responds to employee questions or concerns regarding leave issues, researches to resolve or refers to other resources for a response.
  • Identifies and advises management of FML trends, problems, and issues as well as a recommended course of action; informs management of new procedures and ideas for continuous process improvement.
  • Participates and assists in the ADA interactive process when an employee informs the employer of a need for accommodation.

 

Property and Liability/Risk

  • Administers all risk management insurance programs, including property/liability claims.
  • Manages uncovered losses and analyzes loss trend data.
  • Maintains clear communication with employees and departments with timely verbal and written updates on claims.
  • Completes application for risk management insurance renewals.
  • Reviews certificates of insurance to ensure compliance with the City's required insurance coverage and limits.
  • Maintains the City's risk management files and documents.
  • Analyzes the cost of various property/casualty and workers' compensation insurance programs and alternatives, if any, to ensure competitive pricing (e.g. insured vs. self-insured).
  • Maintains compliance with legal and regulatory changes (e.g. ADAAA and HIPAA).
  • Recommends and updates applicable safety and loss control standards and policies.
  • Reviews causality of claims and accident reports and consults with departments on loss history.
  • Works to identify and implement specific risk management programs for the City; assists with development of plans and strategies to reduce risk; and measures progress.
  • Identifies and analyzes risks and hazards to which the city may become exposed.
  • Effectively communicates issues and practices related to risk assessment and mitigation of loss.  

 

Workers' Compensation

  • Collaborates with departments to process workers' compensation claims.
  • Performs case management on workers' compensation claims.  
  • Consult with workers' compensation insurance provider, health care provider, broker, employees and supervisors on claims.
  • Assist in the creation of personalized return to work plans as needed.  
  • Tracks claim trends and works with HR, Worker' Compensation carrier and broker on lost time claims.  
  • Participates in annual workers' compensation audit and determining budget projections for the following year.
  • Assists with conducting insurance and broker renewals.
  • Maintains clear communication with employees and departments with timely verbal and written updates on claims.  

 

Safety 

  • Manages and administers the City's safety programs, including City Safety Committee, to ensure employee safety and prevent losses.
  • Works with departments and employees to ensure compliance with best safety practices and develop a culture of safety within the organization.
  • Schedules and facilitates safety committee meetings; coordinates follow-up activities with committee.  
  • Conducts periodic safety inspections of city buildings, facilities, equipment and machinery.   
  • Analyzes data related to workers compensation, property and general liability incident reports in order to identify and make recommendations concerning risk assessment and improvements.
  • Investigates accidents, preparing reports identifying causes and possible preventive measures.

 

Americans with Disabilities Act Amendments Act (ADAAA)

  • Coordinates all aspects of ADAAA matters for compliance with federal and state laws; keeps all tracking documents as required by the Department of Justice for ADAAA compliance.
  • Conducts investigations into inquiries regarding ADAAA compliance status at city/county sites.
  • Acts as ADAAA Coordinator.

 

Administrative and Operational Duties:

  • Acts as HR Representative on various committees and teams.
  • Prepares purchase orders and processes invoices as assigned.
  • Ensures that responsibilities are performed in compliance with federal and state regulations.
  • Confer with employees, supervisory, and administrative personnel regarding departmental policies and procedures.  
  • Contributes to the preparation and review of departmental policies and procedures as necessary.
  • Advises applicable administrators or departments of potential problems or concerns.  
  • Compiles, interprets, and prepares data for studies, reports and recommendations, as needed.
  • Assists in recommending and implementing modifications to systems, policies and procedures.  
  • Engages in process improvement, lean thinking and other measures to implement best practices.   
  • May conduct studies, analyses, and research on a wide variety of topics.  
  • Assists in researching and analyzing legal requirements impacting departmental programs and services.
  • Identifies and recommends changes or improvements in departmental operations to ensure assigned functions are efficient and cost effective.


Minimum Qualifications


  • Bachelor's degree from an accredited college or university in human resources, business, risk management, finance, or related field, and
  • A minimum of three (3) years of increasingly responsible risk management experience including claims adjustment, workers' compensation, and at least one (1) year FML management, OR
  • An equivalent combination of formal education, training and work experience that produces the knowledge, skill, and ability to perform the essential duties and responsibilities of the position.
  • Must be able to pass a pre-employment criminal background check.

 PREFERRED QUALIFICATIONS:

 

  • PHR or SHRM-CP certification.
  • Knowledge and experience with the interactive process (ADAAA).
  • Experience with safety related programs and initiatives.

Knowledge, Skills, Abilities


  • Requires advanced knowledge and understanding of all laws and regulations related to FMLA, ADAAA, and Workers’ Compensation.
  • Knowledge and understanding of risk management insurance programs and ability to administer and manage property and liability claims.
  • Knowledge of human resources principles and practices, general public sector employment law, and personnel policy development and administration.
  • Knowledge and understanding of city personnel policies and procedures, city charter and codes, and all applicable state and federal laws.
  • Strong interpersonal and communication skills with the ability to establish and maintain effective working relationships with vendors, employees, and leadership.
  • Ability to maintain confidentiality and handle sensitive information and situations with tact and diplomacy.
  • Strong organization and time management skills, demonstrating adaptability and ability to manage multiple priorities and deadlines.
  • Team oriented and demonstrates support for team members in achieving objectives.
  • Strong attention to detail and accuracy with ability to analyze data and create reports for regulatory compliance and ad hoc requests.
  • Demonstrates sounds judgment and reasoning, understanding the impact of decisions and changes.
  • Adept at using technology including Microsoft Office 365 suite and job-related applications.

 

 WORKING ENVIRONMENT & PHYSICAL ACTIVITIES:

 

Work is primarily conducted in a standard indoor office environment with occasional lifting and carrying up to 25 pounds. Long periods of sitting, standing or walking may be required. May travel occasionally to/from other local offices or facilities for meetings. Frequently uses standard office equipment including computer, calculator, telephones, and copy/fax machines.
