Our HR Analyst will be responsible for managing a heavy recruiting workload, providing guidance and support to employees and supervisors, conducting compensation and financial analysis, creating and implementing human resource programs, and administering a variety of benefits. 

The ideal candidate will be an excellent communicator with strong interpersonal and analytical skills who thrives in a fast-paced, team oriented environment.   

 

Duties

 

Under direction from the Human Resources Supervisor, areas of focus include recruitment and selection, classification, compensation, employee relations, discipline, and employee communications.
  • Develop, monitor, and participate in recruitment and selection programs.
  • Provide direction, oversight, and coordination among departments.
  • Review and evaluate applicant selection.
  • Develop and maintain personnel policies.
  • Assist and advise employees and supervisors in policy interpretation.
  • Assist with the development and creation of the City's labor and benefit budget.
  • Assist with onboarding and exiting employees.
  • Participate in a variety of employee teams and committees.
  • Identify, investigate, and resolve organizational and operational problems and employee issues.
  • Conduct studies, analysis, and research on a broad range of human resources assignments.
  • Conduct, analyze, and complete salary and benefit surveys and analyze resulting data.
  • Prepare annual payroll projections and budget recommendations.
  • Complete statistical and analytical reports.
  • Research, evaluate and implement a variety of employee programs.
  • Perform classification audits.
  • Develop and maintain a variety of data bases and spreadsheets.
  • Assist in employee training and development.
  • Provide staff assistance in employee relations, employee grievances, benefits, and the monitoring of compensation procedures.
  • Analyze legislation and regulations to determine effect on personnel programs and services.
  • Coordinate assigned activities with other departments, outside agencies, and service providers.
  • Perform other related duties as assigned.

 

Skill / Requirements

Equivalent to a Bachelor's Degree from an accredited college or university with coursework in human resources, business administration, public administration, or a closely related field plus two (2) years of increasingly responsible journey level human resources generalist experience. Public sector HR experience preferred. PHR, SPHR, SHRM-CP or SHRM-SPC certification preferred.

Knowledge of:
  • Applicable Federal and State laws related to human resources administration.
  • Principles, methods, and procedures utilized in recruitment, selection, retention, job analysis, job evaluation, organizational development, constructive problem solving, and budget and compensation program administration.
  • Effective communication and public speaking techniques.
  • Modern office procedures.
  • A variety of software applications, HRIS, and applicant tracking systems.

Ability to:
  • Manage a major program or functional area within human resources administration.
  • Perform complex professional human resources work with a minimum of supervision.
  • Communicate and promote employee programs and initiatives.
  • Appropriately deal with stressful situations.
  • Maintain confidentiality.
  • Communicate clearly and effectively, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

Physical Conditions: Work is performed primarily in an office environment and is generally sedentary; primary functions require physical condition necessary for sitting for prolonged periods of time, light lifting, extensive use of computer keyboard.
