Under the direction of the Compensation & Benefits Supervisor in Human Resources, the Compensation & Classification Analyst plans, designs, developments, implements and evaluates the cities Compensation and Classification programs.   This position will be responsible for providing human resources advice on Compensation and Classification methodologies using complex problem-solving and research initiatives in support of equitable salary structures and a Total Rewards strategy.  The Human Resources Compensation Analyst will support other areas in the department as needed including benefits and recruiting in order to successfully attract and retain employees.

The City of Aurora will conduct ongoing screenings of applications on a first come-first serve basis; as soon as we determine to have a qualified pool of applicants, this position may close quickly and without notice. 
 

PRIMARY DUTIES & RESPONSIBILITIES

  • Implements, administers, and supports the execution of the Total Rewards programs, including compensation, classification and benefits;
  • Gathers, and analyzes appropriate level of data for job evaluations and reclassifications, internal and external market comparisons, department reorganizations, benefit programs, collective bargaining and makes appropriate recommendations;
  • Comfortable with advising others, making recommendations, and successfully communicate and guide all levels of staff including management team when making human resources related decisions;
  • Conducts desk audits, interviews and/or market surveys in order to collect job, benefit program and other data needed for collective bargaining;
  • Assists in the development of job qualifications, knowledge, skills, and minimum requirements, including criteria needed to develop and review career progression plans;
  • Identifies, analyze, and recommends solutions for various human resources problems within the area of specialization and across the department, monitoring implementation of agreed upon actions until the issues have been improved or resolved;
  • Identifies and analyzes employee morale indicators and other personnel measurements, including but not limited to; surveys, turnover, recruitment issues, and grievances, and present recommendations within the area of specialization for corrective action programs;
  • Ensures compliance with federal and state laws, including reporting requirements;
  • Provides objective interpretation, guidance and assistance on city policies and procedures to managers, supervisors and employees;
  • Conducts training to other HR staff and departments in changes in program related policies, personnel procedures and classification programs, and
  • Performs additional duties and special projects as assigned.

MINIMUM QUALIFICATIONS

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. The hiring department may include job related experience, training, education or license and certification preferences at the time of recruitment. A typical way to obtain the knowledge and abilities would be:
 
Education:
  • Associates degree in Human Resources or related field, or two years college level course work.
  • Preferred:  Bachelor's Degree in Human Resource, Business Administration or relate field.

Experience:
  • At least 3 years in the human resource profession in the area of compensation.  

Knowledge: 
  • Demonstrated knowledge of human resource processes and procedures
  • Demonstrated knowledge of salary surveys
  • Personal computer and related software applications including word processing, data base and spreadsheet applications

Abilities:
  • Has demonstrated the ability to gather, analyze data and make appropriate recommendations;
  • Present in front of medium to large groups; to include executive staff;
  • Establish and maintain effective working relationships with employees, managers and citizens;
  • Handle sensitive situations with tact and diplomacy;
  • Demonstrated consistent, high accuracy of detail, and accurate math calculations and keep detailed records;
  • Set priorities and work with minimal supervision;
  • Interact knowledgeably with staff and public in person, email and by phone;

Skills:
  • Has demonstrated strong interpersonal and customer service skills within HR and across the organization;
  • Strong Excel skills for data gathering and analytical purposes.

License, Certificates or Equipment Required:  
  • Preferred: Certification as a Professional in Human Resources (PHR) or Senior Professional in Human Resources (SPHR).
  • Equipment: Frequently uses standard office equipment including personal computers, calculators and copy/fax machine.

WORKING CONDITIONS

Physical Demands:  

  • Primarily sedentary physical work requiring the ability to lift a maximum of 10 pounds;
  • Occasional lifting, carrying, walking and standing;
  • Frequent hand/eye coordination to operate personal computer and office equipment;
  • Vision for reading, recording and interpreting information;
  • Speech communication and hearing to maintain communication with employees and citizens.

Work Environment:  Works primarily in an office environment.
