Applicant will be responsible for safety oversight of underground construction tunnel safety as an owner’s representative for a Conveyance and Storage Tunnel (TBM) project in Hartford, CT. Applicant will be responsible for oversight of contractor compliance with OSHA 29 CFR 1926.80 (Underground Construction Standard) as well as all other OSHA construction safety protocols including compliance with the owner’s internal safety protocols. Applicant will work with the designated contractor(s) site safety representative to ensure practices, rules, policies and regulations related to owner, contractor, and construction safety standards and specifications are in place. Applicant must operate well within a team setting. Applicant will report directly to the senior safety manager.

Primary Responsibilities:

Applicant will perform limited monitoring of Contractor compliance with the safety-related provisions of the Contract Documents, including the owners Contractor Safety Program, and safety-related submittals, such as the Contractor’s site-specific Health and Safety Plan. As directed by the owner on specific projects, responsibilities will include:

1. Prepare weekly safety summary reports detailing observations, areas of improvement, near misses, etc.

2. Provide assistance to contractors on near miss reporting

3. Conduct weekly contractor safety audits and report the findings to the owner

4. Attend progress meetings and provide relevant safety topics for the meeting. Coordinate with General Contractor safety managers to assist owner in presenting relevant safety information as well as follow-up to any near miss or incidents which may have occurred.

5. Review General Contractor Job Hazard Analysis, Site Specific HASPs, Qualifications, and relevant plans and permits and make recommendations to the owner on acceptance

6. Review and provide comments on contractor health and safety plan submittals for all new CWP construction contracts.

7. Monitor contractor compliance to its own submitted Safety Program

8. Attend Owner Construction Management meetings to provide safety updates

9. Track and report Owner safety data (near misses/incidents)

Minimum Qualifications
- Bachelor’s degree. Certifications may be required depending on federal, state, local or contract requirements.
- 5 years of related experience.
- Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.

Preferred Qualifications
- Minimum 3 years’ experience in underground/tunnel construction.
- OSHA 10-hour training within the last 5 years or the ability to obtain before employment.
- CSP or CHST preferred, competent person qualifications as required.
- Advanced understanding of and ability to enforce all federal, state, local and company regulations.
- Ability to recognize hazardous situations and implement corrective measures essential.
- Strong verbal and written communication and interpersonal skills.
- Ability to maintain confidentiality.
