Job Summary:

We are currently seeking candidates for the position of Contracts Manager. The Contracts Manager is responsible for ensuring that the company achieves corporate, governmental and customer contractual terms, policies, processes, and performance requirements.


Primary Responsibilities:

  • Serves as the primary company interface with the customer to review, negotiate and establish contractual commitments and to ensure that contractual requirements and deliverables are achieved on time.
  • Advises and guides the company and program teams on contractual duties to ensure company compliance.
  • Evaluates solicitations and contracts, drafts and finalizes pricing, contractual terms and proposal language to capture new business.
  • Assists subcontract management teams in determining contractual terms for supplier performance.
  • Reviews contractual and company documentation for conformance with polices, practices and standards to meet business objectives in compliance with company policy, law and regulation.
  • Negotiates pricing and proposal terms, contract modifications, claims and agreements.
  • Serves as company representative in DCAA proposal pricing audits and customer fact-finding activities.
  • Interfaces with DCMA on contract performance, WAWF and delivery reporting.
  • Responsible for performance, funding and payments on assigned contracts.
  • Reviews RFPs/RFQs to assist the proposal team in interpreting and understanding customer requirements, key cost drivers and potential risks.
  • Provides direct support to the capture team in the pursuit of new business.
  • Performs other duties and projects as assigned.


Job Qualifications (Education/Skills/Experience):

EDUCATION AND/OR EXPERIENCE

  • Bachelor’s degree in business, finance, operations management or related field. Advance graduate degree preferred.
  • Minimally 7 plus years of experience in contract administration with some regulatory compliance and facility security a plus. Must have experience managing a variety of contract types.
  • Certification in Contracts Management highly desired.
  • International contracting experience a plus.
  • Experience in Import / Export compliance and / or Facility Security a plus.
  • Comprehensive knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARs), Uniform Commercial Code, Truth in Negotiations Act (TINA) and other federal and state legislation and regulations including the Export Administration Regulations / International Traffic in Arms Regulations and NISPOM.
  • Strong analytical and communication skills and good presentation, leadership and team-building skills
  • Applies independent judgement and creativity to resolution of contract issues and has proven negotiation skills
  • Working experience with WAWF
  • Knowledge of international business management terms and International Traffic in Arms Regulation
  • Quickly adjusts to changing priorities and copes effectively with complexity and change


COMPUTER SKILLS

Highly skilled in Deltek Costpoint, Microsoft Officesoftware programs (Excel, Word, Powerpoint)

OTHER SKILLS AND ABILITIES

  • Comprehensive knowledge of Federal Acquisition Regulation (FAR), Defense Federal Acquisition Regulations (DFARs), Uniform Commercial Code, Truth in Negotiations Act (TINA) and other federal and state legislation and regulations including the Export Administration Regulations / International Traffic in Arms Regulations and NISPOM.
